Noxious blast and critical until they are maxed. Fulmination only after that.
First item you get is fire staff, then glacial staff. Then get chronos.

i agree with drekThars skill order, but i get slightly different items
I'm starting with mana pendant, into frost staff so you can kill the big spiders @ lvl 9 (with the damage over time, you can oneshot them @ lvl 11)
then i'm going for emerald, cause that lets you farm the satyrs
then i'm getting a glacial staff into perfect topaz, at which point you can basically farm any normal creeps/kill bosses without problems
The next important item to get is chronos, but you can also get port boots and/or hero armor bevore finishing it if you feel like you need that earlier.
As for your final build it should probably look like Arcane Szepter, topaz(exchangeable for rod of the holy star/scepter of malevolence if you find that), exodus, chronos, port boots and at least one defensive item(preferably absolute or helm of the underworld king / any better dropped items).

Also one of the more important earlygame tipps is you can damge towers with your blast.

I've been testing Far Seer recently, and I was wondering about something:
Why build arcane scepter if amplify spell doesn't work on pure damage ? Is it worth it to build it only for Exodus' spell ?

Arcane scepter is absolutely worth it with exodus
