Yeah could be,same thing with ilidan's first skill,however arthas and other heroes work just fine.It's a pity archer is one f the fastest creep farmer in the game.
Some abilities don't increases charges on items but some of this ability just casting them increases the charges, not of hunter but of the sacred items like Azaran don't remember well all the heroes and abilities that increases charges but archer frost arrow I believe it does.
